Design / Build Process


The Division of Architectural Services is using a Design Build "Bridging" method of project delivery for the Project. The bridging documents prepared by the County's Master Architect/Engineer will set forth the scope of the project and will include, but are not limited to, the size, type and desired design character of the buildings and site, design criteria and performance specifications covering the quality of materials, equipment, workmanship, preliminary plans for building layouts and other information to describe the County's needs. The Design Builder will be responsible to complete the design and engineering as necessary to deliver a completed project that meets all contract requirements within the stipulated sum.

Only those pre-qualified Design Builders selected to participate in the Step 2 - Proposal stage of the procurement will receive the Step 2 Bridging Documents Package.

 

PRE-QUALIFIED DESIGN / BUILDERS


The County of Solano received a total of eight (8) Applications for Pre-qualification from prospective Design Build teams. Following a review of the Applications for Pre-qualification, the five (5) highest ranked Design Builders were short listed to be interviewed as follows:

Clark Design/Build of California
HC Beck
Hensel Phelps Construction Company
Opus West Construction Corporation
Rudolph and Sletten, Inc.

Interviews of the five firms were conducted on August 16, 2002 to
further evaluate the experience and qualifications of the respective design build teams. Following the interviews, the top three (3) ranked Design Builders (listed below) were selected to receive the Request for Proposal (RFP) and to proceed to the Step 2 Procurement process.

Proposals were receive on October 25, 2002 from the three selected firms. After a technical review of the proposals and final interviews of all three firms Clark Design/Build of California, Inc. was selected as the providing the “Best Value” proposal to the County.
Clark Design/Build of California, Inc. was awarded a contract and issued a Notice to Proceed (NTP) on November 19, 2002.
