Project Description

COUNTY ADMINISTRATION CENTER AND ADJACENT PARKING STRUCTURE project in Fairfield, California.
The proposed project consists of a six-story County Administration Center (CAC) of approximately 300,000 gross square feet with shell, core and interior improvements including coordination of the installation of fixtures, furniture and equipment. The CAC will consolidate administrative and office functions of approximately 18 County departments/divisions with shared common areas and building support spaces in a centralized facility. At occupancy the building will house more than 800 County employees.

The proposed project also includes a new Probation Building of approximately 43,000 gross square feet south of Delaware Street and Parking Structure for approximately 1,000 vehicles, demolition of small miscellaneous structures, a public plaza, all utilities, site work, and landscaping. The project is located between Texas and Delaware Streets, and Union and Jefferson Streets in downtown Fairfield, California, and is adjacent to the County Courthouse and County Justice Center Complex.


Project History

On April 27, 1999 the Fairfield City Council and Solano County Board of Supervisors held a Joint Study Session to hear a presentation from City and County staff on the potential for development of a County Government Center in Downtown Fairfield. At the conclusion of the Joint Study Session, the City and County committed to work cooperatively toward development of a final Master Plan for development of a Downtown County Government Center ("Master Plan").

On April 11, 2000, in a joint session, the Solano County Board of Supervisors and the Fairfield City Council reviewed and approved the proposed Master Plan for the development of the Downtown County Government Center. On May 9, 2000, the Solano County Board of Supervisors gave approval of the proposed Master Plan. This decision was confirmed by the Board during its meeting on June 13, 2000 and again on November 6, 2001, when the Solano County Board of Supervisors authorized the project to proceed.

On November 6, 2001, the Solano County Board of Supervisors authorized staff to retain the services of an Architectural and Engineering consultant/Master Architect (Johnson Fain Partners) and a Project/Construction Manager (URS Corporation) to assist the County in developing and implementing a design builder procurement process in accordance with Section 20133 of the Public Contract Code.

An EIR consultant, Cotton Bridges Associates, was retained in early January 2002 to prepare an Environmental Impact Report for the project. The EIR is scheduled to be presented to the County Board of Supervisors for certification in October 2002.

The County awarded a Design Build contract to complete the design and construction of the County Administration Center, Adjacent Parking Structure and Probation Building Project. To Clark Design/Build of California, Inc. on November 19, 2002.


Project Procurement Method

In accordance with Section 20133 of the Public Contract Code, the Division of Architectural Services will use a two-step procurement process to select the Design Builder for the project. Step 1 is a Request for Qualifications (RFQ) process to pre-qualify interested design/build firms. Step 2 is a Request for Proposal (RFP) process in which the Division of Architectural Services will request "Best Value" proposals from the top three (3) ranked pre-qualified Design Builders. Pre-Qualified Design Builders will be required to submit their proposal, based on a stipulated sum, to provide all design and construction work, along with specific "design and/or performance enhancements" proposed by the Design Builder to deliver a completed project as required by the contract documents.

The Design Build procurement shall be in accordance with the requirements outlined in Section 20133 of the Public Contracts Code.


Project Delivery Method

The Division of Architectural Services is using a Design Build "Bridging" method of project delivery for the Project. The bridging documents prepared by the County's Master Architect/Engineer will set forth the scope of the project and will include, but are not limited to, the size, type and desired design character of the buildings and site, design criteria and performance specifications covering the quality of materials, equipment, workmanship, preliminary plans for building layouts and other information to describe the County's needs. The Design Builder will be responsible to complete the design and engineering as necessary to deliver a completed project that meets all contract requirements within the stipulated sum.

Only those pre-qualified Design Builders selected to participate in the Step 2 - Proposal stage of the procurement will receive the Step 2 Bridging Documents Package.

Project Labor Agreement (PLA)

The County Board of Supervisors has directed that the project be constructed using a Project Labor Agreement (PLA). The goals of the PLA are to create a harmonious working environment, provide opportunities for local craftspersons, insure skilled labor force availability, and promote efficient construction operations throughout the life of the Project. The PLA was approved and signed by the County Board of Supervisors on October 1, 2002.

The successful Design Builder will be required to implement the requirements of the PLA upon award of the Design Build Agreement.
